3C ICT is our shared IT service between Cambridge City Council, Huntingdonshire District Council and South Cambridgeshire District Council. The shared service was established in April 2016 to provide a more efficient way of delivering ICT services across the three partner councils and has now matured into a reliable and efficient operation.

Our team of 80+ staff provide a range of services from digital development and integration, to server management and maintenance as well as standard desktop and business application support. On a day-to-day basis, we manage and deliver all the IT systems and services needed by our partners and customers. We are a modern IT Operation utilising Office 365, Microsoft Azure, DevOps and other up-to-date applications.

Our vision is to help our council partners standardise, automate, integrate and optimise their IT systems to help them gain the best possible business benefit from their investment whilst maintaining the strictest standards of security, privacy and flexibility. This approach also helps them realise the combined economies of scale of working in a local government partnership.

Job details

We are looking for a highly skilled and technically minded individual with extensive experience in managing large teams of digital developers (8+ members). The ideal candidate will possess a strong IT management and technical background, along with a proven ability to lead and manage complex digital projects. This role is best suited for those with a broad range of experience beyond project management, digital marketing, or web design.

About the role

You will manage the team responsible for delivering all aspects of web-based projects, including websites, intranet sites, systems integrations, and mobile apps.

You will provide leadership and direction to the Digital Team, ensuring alignment with the digital objectives of Cambridge City Council, Huntingdonshire District Council and South Cambridge District Council.

Your position will oversee the Digital Team, scaling resources as required by partner councils through the use of both fixed-term temporary and permanent staffing.

You will work to agree on feasibility, requirements, design, scope, budget and schedule with project clients for digital projects.

You will be a member of, and support, the 3C ICT Management Team in achieving its goals and objectives.

You will provide technical expertise and guidance to the team in solving complex challenges and managing work using a mix of APM and Agile frameworks.

We expect you to collaborate with our clients and cross-functional teams within ICT to ensure seamless integration and customisation.

You will mentor and develop two Digital Team Leaders who in turn manage a skilled team of senior and junior engineers.

Your role includes management of the budget for the digital services' aspect of ICT Shared Service, including project budgets for each Digital Team project.

You will ensure that your team leaders research, set and maintain compliance with relevant standards for software and web development.

You will report on and manage the Digital Team's performance.

About you

Your experience includes:

  • Experience in managing staff and leading projects

  • Successful digital project delivery in a commercial environment

  • Utilising new technologies to improve business efficiency and effectiveness

  • Managing major change and continuous improvement activities

  • Developing and maintaining effective working relationships internally and with external organisations

  • Working in a public sector environment alongside a range of stakeholders, including elected members

  • Facilitating negotiation between stakeholders from different organisations

  • Managing priorities of respective projects and programs across multiple stakeholders

  • High-level and up-to-date technical skills

  • Excellent understanding of cybersecurity principles and application

  • Good understanding of information management principles in an enterprise environment

  • Experience in all aspects of line management, including recruitment, contractor management and performance management.

Skills and abilities:

  • Clear and concise written and spoken communication skills

  • Ability to present written information in a structured and balanced way appropriate to the needs of the reader

  • Analytical skills

  • Exceptional communication skills and the ability to communicate with both technical and non-technical colleagues and clients throughout all levels of the organisation

  • Excellent understanding of relevant technologies such as SharePoint, Azure and Office 365

  • Stay abreast of industry trends and advancements in digital systems

  • Ability to use a customer-focused approach to service delivery.

Candidates should therefore be within commutable distance of our offices in Huntingdon, Cambridgeshire or able to attend meetings as required if further afield.
