Civil parking enforcement has recently been introduced in the area which has changed the reference number system we use:
-
Parking tickets issued before August 2025 begin with A0 (Alpha Zero)
-
Parking tickets from the start of August 2025 begin with OI (Oscar India)
If you are unsure on which link to select, you can contact us at carparkingappeals@huntingdonshire.gov.uk for more information.
How do I pay a parking ticket?
You can make a payment online using your debit or credit card, or by our Automated Telephone Payment system.
You will need to enter the ticket reference number and your car registration number.
Please check your fine or any correspondence received to see the value that should be paid, carefully observing the dates as the amount due will increase if you fail to meet the payment deadlines.
Please do not ignore your fine as it could result in the value increasing or you becoming liable for additional costs.
Can I challenge a parking ticket?
Yes, you have a right to challenge a parking ticket.
When submitting a challenge it is important to provide reasons for the challenge and include any supporting evidence (such as a copy of a pay and display ticket, copy of both sides of a disabled blue badge, delivery receipt or parking permit).
The parking ticket number, vehicle registration and contact address should also be provided in all correspondence to prevent possible delays in allocating the challenge to the relevant case.
Parking tickets starting with A0 (Alpha Zero)
Parking tickets beginning with A0 are either an Excess Charge Notice or Penalty Charge Notice depending on the offence.

You can also call our Automated Telephone Payment line on 01480 388165.
The parking fine appeals process enables you to challenge your fine if you believe it was in error, or if you feel there are mitigating circumstances that should be considered.
For tickets issued with the A0 number, appeals will be reviewed internally. Following the outcome of the appeal, if the charge notice remains unpaid, the matter is progressed to the Magistrates Court.
Parking tickets starting with the letters OI (Oscar India)
Parking tickets beginning with OI are Penalty Charge Notices (PCN) and relate to the recent legislative change to civil parking enforcement.

When a PCN is issued to the vehicle, you have:
-
14 days beginning with the date on which the notice is served to pay at 50% discount or
-
28 days beginning with the date on which the notice is served to pay in full.
Please note that if the PCN is not paid before the end of the 28 period beginning with the date on which the notice is served, a Notice to Owner (NtO) will be issued.
Informal representation or challenge
If you make a challenge before an NtO is issued, it is known as an informal representation or challenge.
We will respond in writing and must give either notification of:
-
acceptance of the challenge and cancellation of the PCN or
-
rejection of the challenge.
Providing the written challenge was received within 14 days of the PCN being issued, the discounted rate may be restarted and last for 14 days.
Challenge a Penalty Charge Notice Starting OIFormal representation
An NtO will be issued to the person the DVLA holds on their records as the registered keeper of the vehicle. It will contain all the information needed in order to submit representations. As with informal representations, formal representations must be in writing.
After a representation has been received, we will send a written Notice of Acceptance or Rejection within 56 days.
The Notice of Acceptance will confirm that the representation has been accepted and that your liability for the PCN has been cancelled.
The Notice of Rejection formally rejects the representation and gives reasons why we have come to this conclusion. The rejection is also accompanied with the necessary forms and instruction on how a further representation can be made to the independent Traffic Penalty Tribunal (TPT). This representation to TPT must be made within 28 days of receipt of the notice of rejection.
